In my opinion the most important thing would be to be raised in a nurturing and caring home because if not it doesn't matter whether you have a nice place to live or nice house. It will not be home.
However, since this is what you want to say, I would put it this way.
It is important to live in an environment that is comfortable while growing up.

"The condition and stability of a child's household determines to a great degree his or her development" is one way of phrasing it.
For 'home setting', you could replace "domestic context".

i would start something like this ,
i am writing my story about a time when people were true neighbors to each other , their houses were all neat & the kids ran in & out of each other home's , swipping cookies or whatever or mom's would let us have , we were all just like one big happy family
