Connect a test light to the battery negative post, insert probe from test light in the plug and have someone press the horn in the car. If the light lights up when the horn is pushed in the car then the horn is bad. The cruise control may have a vacuum leak, or no vacuum to the cruise control unit in the engine compartment. Or the buttons you push in the car aren't working. could be a fuse, or poor plug connection in your steering column

check your fuses, I think the horn is in the fuse box under the hood. it should be like a 15 amp fuse that should take care of it
