Be2+ and Ga3+ because they have a full outer shell

The correct answer is:
b)Be2+ and c)Ga3+
Because their configuration are like rare gas, and all of elements are tring to have the configuration of rare gas:
Be2+ has configuration of [He] and
Ga3+ has configuration [Ar] 3d10

And for the other two , they are not stable couse they don' t have configuration of some rare gas:
Li2+ has configuration 1s1
Ne- has configuration 1s2 2s2 2p5 and he is rare gas but he has 1electron free so he is not stabile.
