The US (and UK and some others) has a lot of jobs and GDP creation in money markets and that kind of tax would drive this sort of business offshore. HongKong abolished its, years ago, for that very reason.

Secondly, the immigrants from E Europe have paid income tax if they're working legally, what they do with their disposable after-tax income is their freedom. For the domestic economy, taking the money to their parents in Poland is similar to spending it on a foreign holiday. We don't tax you specially for taking your money to Barbados to spend there do we?

ILLEGAL immigrants are a problem because immigration restrictions prevent the market from establishing equilibrium between supply and demand for cheap labor. Politically it may be a necessary problem, but you can't fix it by tax changes. Government (police) can try to catch them, and hell knows it's hard to get into this country (do you know how much those illegals pay to get smuggled over the border? It's horrendous!!).
They can (and do) pass laws against employing them. But the bottom line is that immigration restrictions distort the market.
