It is called a fog line or fog stripe and its purpose is so you can see the edge of the road during fog or rain.

I read in a newspaper article not long ago about a car accident and it referred to the white line as the "fog line".

The slang term is "Fog Line" for obvious reasons. In the fog, even if one must slow down some, it DOES help one to keep in the lane.
The official DOT term is "Lane Delineator". Always gotta have a "doublespeak" definition.
