Cloth.
Normal paper -- including notebook paper, newspaper, construction paper -- is all made out of cellulose, which comes from trees. The trees are chemically broken down into their individual wood fibers, and the cellulose fibers are chosen and formed into very thin sheets to create paper.
Paper money, on the other hand, is made from paper made of rags. Cotton or linen fabric is beaten to create cotton or linen fibers. You have probably heard of "rag paper" or "fine linen writing paper." This is where it comes from.
It turns out that rag fibers bond together much more firmly than fibers in regular paper. Rag fibers are basically unaffected by water, whereas cellulose fibers absorb water and come apart when they get wet. So paper money comes through the washer just fine, while cellulose paper comes unglued.

The treasury won't tell you what the exact ingredients are and that is the truth. It is a secret mixture than contains some elements of paper .. and other things. I doubt that there is any actual cloth in it though. They don't let it out so that it is more difficult to conterfiet the feel of money. Good Luck! :)

Currently, American money is indeed made of a thin cotton cloth. In the past it has been printed on paper (hence the term "paper money"), but now it is actual cloth.

Actually, the answer is both.
Technically it is made of paper. However, the paper is made largely of cotton fiber, a portion of which comes from recycled cotton cloth.

Technically, it is paper. There are, however, fibers added which are linenm or "cloth".
There is at least twice as much paper as there is cloth, so if it has to be one of the other, it is paper.
Hope this helps :)

If you feel the texture of the dollar bills, you'll know it's made of paper. You guys need to watch the news a little more.

You;re both sort of right. It's made of paper, but the paper is made from cotton.
