ther is no customize button, is there any way? please help me

If you want the picture to be as a folder background what you need is to set the folders view, for that you need to open the folder and go to view in the top, at the menu select "filmstrip", that way your pictures will be as background of the folder.

If what you need is to use a picture in a folder as background, then you just need to click the right button of the mouse over the picture and select it as background in the menu that appears.

Save the picture itself to the desktop. Not in a folder. Then right click on it and click 'set as background'. That should work.

right click on that folder go to customize and u have the option to change the icon or a background image....

You want folder background to have a picture there? You can't. I'm hoping someone will prove me wrong though.

right click by mouse on the folder and then choose custumize then click on button "choose picture..." after choosing picture and click ok you may note nothing because you have to change the view to thumbnail
