I don't think so. People who stutter can often sing quite well, so I think that eliminates neurological problems.

I have heard that they think so fast, and get an unconscious concern that they are not saying something correctly. So I would guess it is created by the mind rather than the nervous system.

It can be neurological, physiological, or psychological.

It is not territorial. That's another issue.
