Some times when I turn it on it works fine. Other times it's not there.

Could be a number of things:

The speakers - try changing them
Wiring - again, change the speakers
Weak Signal - again, change the speakers
Software Muting - open up any software you can think of to see if the mute option has been checked. (ie realplayer, windows media player, winamp, quicktime etc)

Other than a wiring issue, the master volume can be adjusted from the little speaker icon at the bottom right of your screen, (near the time/date).

Check that first. Some applications will adjust the volume when you use them. (Musicmatch is one). That would be my first guess.

The kind of ups downs without actually adjusting anything? Torn wire, replace it.
