I am guessing but correct me if I am wrong. You are a single dad? Maybe only on the week ends or, mom is working week ends leaving you alone with your daughter.
I raised my children on a fixed income so finding things to do on a budget was a challenge. One thing that little girls like is to draw, colour, glue, cut. My daughter and I would collect things on good days when it wasn't raining and bring them home. Things like sticks sand little stones and leaves. This time of year is great for this. Using an old cardboard box, create a 3D picture using the treasures you find. The box acts as a back drop and contains all the craft supplies. (can be messy but fun) Play dough or plaster can be used as well for standing little trees and bushes up or log walls for a cabin. Also second hand clothing stores have junk craft bins with sparkles and glittery stuff. Find scraps of material and stock up on glue and construction paper.
I hope this gets you started Have a lot of fun and enjoy them while they are young. My daughter is 23 and married now and still talks about those times we would go collecting. Well I dont know about free, but maybe skating at the skating rink, or going for a nature walk. Try making a meal together or playing board games. Research a new meal either of you has never had and make that. Do arts and crafts. Get together with friends who have kids and have a play date...
whatever you want- just make it special for the two of you!

if your in london do the the bus tour of london forget about the open top buses and just get on the no, 15 bus you will see st pauls, tower of london, and many many more places as well and it only £1.50 /£3.00 for a bus pass and that a lot cheaper then the £17.00 the real open top buses ask you to pay and trust me when i say they go the same rout nearly

get some of the old board games out and make a nice tea party meal with crisps and finger foods,get one of her favourite dvds on the tv and just enjoy eachothers company

depending on her age of course but, board games are a good way to teach, learn and spend time with someone!!! ie monopoly, life, sorry (etc)
