Now is a great time... arguably the best time!
You have a cool moist season followed by a dormant season, followed by a cool moist season again. Very little chance of stressing out the new plants.
The real issue is plant selection. Most garden center customers expect the best deals this time of year. That's not a lot of incentive for them to bring in fresh plants. So they just clean house. You may not be able to find the plants you want this time of year.
Start your plant off in the spring with a mild organic fertilizer like one from the ESPOMA brand.

Shrubs and trees can be planted until you are unable to dig holes in frozen soil. I would not recommend transplanting shrubs or trees at this time. You also need to watch when planting any evergreens. If you will be planting them in an unprotected area susceptible to windy conditions that can burn the leaves or needles. In that case you may want to wait until spring, or be prepared to protect them with burlap.Good luck

You can plant up until the ground freezes. Just put on a heavy mulch to prevent heaving
