For the same reason that old women ping-pong from side to side along aisles in supermarkets, so that, whatever side you go to to try and get past, you'll be stuck behind them for an eternity. They have earned this privilege of causing maximum inconvenience, because they've probably endured much the same thing throughout their lives. They're simply passing it on, so that we can do it to young people when we're old, because they'll deserve it for picking on us poor old folks.
If you'd like a rational answer, signalling of the nervous system becomes less effective with age, so that older people sense, and respond to, incoming signals more slowly. So probably they're trying to descrease the likelihood of other people being hurt in an accident. Maybe they've got the right idea after all...

Some do; it is probably because their reactions are slowing down.
Or it could be just that they are driving within the speed limit and sensibly? Had you considered that? Whenever I slow down for a sleeping policeman, there is ALWAYS some little snot with his clothes on backwards, mouthing obscenities at me whilst driving his 1980's Fiesta 2 feet from my rear bumper. Are you him, maybe?

They are driving at a speed they feel comfortable with. And they have as much right to be on the road as YOU, young man.
For old people, having the car is their last means of mobility and to give it up, means they have reached the end of the road. We all need to be patient with old people, honestly.
