Tuition at UP averaged 55,000 pesos for the past year. It is cheap over here but not that cheap. Honestly for that sort of price you are looking a something like Jose's Phone Repair School or something of that ilk.
UP is the least expensive accredited school in Metro Manila, and they only accept the smartest. Some of the small, private computer schools are cheaper. You can get one course for that amount of money but I do not think that would even qualify you for a student visa. There are at least 100 colleges, universities, and trade schools in Metro Manila. But honestly for 15,000 pesos you aren't going to get more than a cooking class, or perhaps an introduction into Amway. I was looking at an art course in Makati for 6 weeks, every Saturday. The costs was 25,000 pesos.
Education is a great deal in the Philippines but its not that cheap. You might be able to buy your books for that amount, but you aren't going to cover tuition.
Sorry but those are the facts.

UP's subsidized tuition doesn't extend to non-Filipinos, so you'll be paying full tuition amount -- a little bit higher than Ateneo tuition.
For US$200-300, you can probably study short IT courses. You can also try to get scholarships or be a working student.
Average tuition per semester in Manila is roughly US$800 to 1,000 per semester on full load.

Ever tried applying for a Fulbright scholarship (if you're American)? That should handle your tuition at University of the Philippines in Diliman. You could also cut down on expenses by either staying at their International Center or checking out apartments in the Katipunan area or Teacher's Village. If you speak a European language I might be able to hook you up with a job at a nearby language school so you can afford UP.
contact me if you want.... I might be able to help you out if I had more details like what course you're interested in and if you're willing to work part time for extra cash.
Good luck.

It depends on the course that you are taking & since you are a foreigner, be sure to go to the Department of Education and Culture for your study permit.

i agree with the postings here. 15,000 pesos is good for short courses only. if you want to attend a good university, it will cost you about 100,000 pesos per year at least. of course that depends on what course you will take.
