My friend has a desktop and wants to transfer his files to a new laptop, but has no internet.

All the above are great suggestion but if it is going to be a one time deal then look at a tumb drive. They are cheep and if your running XP or 2000 they install themselves.

Have you tried to run the File and Setting transfer Wizard?
Start > All Programs > Accessories > System Tools .

You can also burn the files you would like to keep and load the disk or connect by cable.
