Most riding mowers use paper elements.... never ever clean them..... once oil or gas (or even water) gets on them, they are useless and need to be replaced....
First take the spark plug/s out and clean them/dry them..., then turn the engine over (with plugs out) to clear the cylinder...
DO NOT start the engine without making sure its to the full level on the dipstick with oil !!!....
Pour some gas (do not use carb cleaner) or starting fluid with a lube mixed in... down the carb (just a little) and keep doing this till it keeps going on its own.., it will smoke like hell but will clear up.
I'd recommend taking the plugs back out and cleaning them again, as they will more then likely be carboned up pretty good...

Clean the air filter! Gas is ok to use just let the filter dry thoroughly. Then put a thin film of 10weight oil on the filter if its a sponge type filter. Don't put oil on a paper element type filter. Not sure what kind of mower you have. Spray carburetor cleaner in the carburetor then try to start it. Once it starts rev up the engine and spray more carb cleaner in it for a few seconds eventually the oil will be burned out and the cleaner will also have cleaned the carb.

First wipe off any excess oil you can, clean or replace the air filter, and remove the spark plug, to be safe. Pull the rope a couple three times to remove any extra oil in the combustion area, replace the plug, and start the engine. Be aware you may have some excessive smoke at first. It should clear up. If you notice wet oil on the plug you can clean it, but I recommend changing it. You should be fine. Don't forget to check the oil level.

pull the spark plug and clean it and let the oil drain back into the crank case it should run after the oil has cleared out but also check your crank vent filter if it has one and wash out the media with gas and replace it so your crankcase can breathe.

Pull your spark plug and make sure your cylinder is drained of oil, clean spark plug and check your oil in the crankcase. If OK crank her up and mow. It may smoke a little at first, but that's OK.
