Excellent party organization, sophisticated polling and fundraising capabilities, an extreme emphasis on party loyalty and patronage.
Everything else - policy, ethics, etc. - is negotiable.

The main trait is conservativism. Republicans tend to favor smaller government, lower taxes, less government interference over the private sector and more personal repsonsibility over government support.
Conservtaives who favor globalism are reffered to as neo-conservatives the majority of conservatives view this as a denial of soverignty however will vote for a neo-conservative over a liberal anyday.
Republicans are generally against abortion as they claim it's a violation of the greater right to live being preffered over a "right" to choose this goes in hand with their view of personal accountability. Although looking for personal accountability in any politician is difficult. Republicans also generally support the death penalty in general as a deterent to crime and a strong military. Republicans tend to spend more on defense than other political parties.
Not all Republicans embrace all the parties platforms this led to the republican party being labeled as a true "big tent" party however seeing as most Americans label themselves as independent this is a misnomer for any party. Disparate groups within the party consist of Republicans for Choice, Log Cabin (gay) Republicans, Roosevelt Republicans (concerned with too much power held by corporations prefer small business and more competition), GOPunks (you have to see that to believe it), etc.
The closest group associated with the republicans would be conservative libertarians who are for more personal freedoms and very small government.

What they are now, or what are they supposed to be?
They are supposed to be the voice of conservatism. This conflicts with what neocons are.
