I am making alterations to a dress for the first time and i wanted to know if anyone knew how to let out the dress to make it bigger? How would i go about doing measuring to see how big it needs to be, etc?

The best thing to do is take it to dress alternator, or talk to them over the phone.
Find a tailor and talk to him/her.
Or try to do it yourself, let out in three dimensions.

You generally can't make alterations to a dress to make it bigger because there is not enough fabric in the seams to do so. It's like trying to lengthen a skirt. If you want it more than 1/2 size bigger, you're out of luck unless you add more fabric, which will be almost impossible to match to the original fabric and the resulting extra streams will look strange and obviously 'expanded'.

Take it to an alterations shop, make it easy on yourself!
