Clinton's policies did have many positive effects the Black community. He was even Honnored as the "First Black President" by the National Black Caucus.

But I think this phrase was made famous by black comedians. Clinton's demeanor is surprisingly smooth and confident, like a "Player," and then when the whole Monica, Cigar, Dress scandal went down, I suppose he gained credibility.

So be careful if you refer to him as the first black president. someone might take offence and assume you are stereotyping black people as adulterous players.

Even though President Clinton was not able to realize many of his goals while in office, he is referred to as the First Black President because he was the first chief executive to go out of his way to actually try to understand and relate to the problems African Americans face in terms of passive racism (difficult access to credit and professional services, discrimination in housing and higher education, intra-ethnic violence and societal manipulation, etc). He was the first President to go out of his way to try to make African American people feel that there was a real and equal future for them in the United States.

Again, for various reasons (most of which he did not create but which he made MUCH worse through his behavior) President Clinton had very high goals in his agenda, most of which were not realized.

because of his impeachment. Nixon was the first they were going to impeach, but he'd stepped down prior to the verdict. Clinton was actually impeached, but not removed from office. thus the term black president, as in a black mark on your record. not having anything to do with His race or creed or anything. simply a sign of a bad president. though Remember this:
"When Clinton lied, Nobody Died...."

Because for some bizarre reason, blacks actually thought he cared more about them than anyone else before him.

Why would blind support of a failed welfare system be considered a good thing for blacks? I will never understand a mindset that makes 95% of them consistently vote for Democrats. They deserve to be taken for granted. Who are they going to vote for, Republicans?

Because he had a lot of support from the black organizations in the Country. He also supported any form of welfare that came through his office.
