Is this a phishing software? What exactly is this ntuser.dat on my pc and even on my pc at college? I am always having problems w/ my mouse and keyboard. Is this caused by this ntuser.dat? Every time I try to delete it, it appears again and again? What can I do about this thing?

NTUSER.DAT is your personal settings and preferences - don't delete it. You NEED it. Don't know what problems you're having (You didn't describe them), but they are most certainly not because of NTUSER.DAT.

This is actually a section of the registry called HKEY_Current_User

ntuser.dat holds information of the user enviroument in Windows 2000/XP/2003. This file is automatically generated by Windows if you logged on to your user account. However, deleting the file could cause some problems with the user but not hardware problems.

everyone else is right. That is part of your operating system and could result in a serious error if you delete it to much. You see, "nt" means "new technology" and XP is called " Built on NT"
so that is integrated into your os. Also the "user" part of that is pertaining to you, the user. And ".dat" is basically the data or the format it is saved in.
