run level string lines then drill tapcon screws into the concrete everywhere along those lines so that the heads are all level. trowel out your cement to the top of the screw heads. work it baby work it. Use`a frezno style trowel it has round ends not the square one. and by the way you need to mix it regular like (plastic putty) it will loose it's strenghth if you listen to these people with there pancake batter and self leveling tile stuff that cars can't park on.

Erm... sand + cement = mortar. Concrete incorporates rocks/pebbles (reckoning on the use). purchase some waiting mixture concrete from a DIY shop. end of concern. 40mm deep? Will you throw down some hardcore first? feels like it quite is a job for some paving slabs which *can* be laid with little bit of mortar.
