If he is coming in 45 minutes after you do every day, he must have some sort of permission for this, perhaps does something else at home or after hours to make up the difference. Unless you are his supervisor it is none of your business what he does and where he goes at work. That is between him and the company. Worry about your own job and how you can do it best and get the most out of it for yourself and you will be a much happier person, instead of worrying that someone else has more privileges than you do.

If he is the boss, he is free to arrive when he pleases. If not and the boss doesn't care, why do you? Does he stay late to make up the time? I once had a job that was 8-5 for everyone else, but my boss let me work from 8:15-5:15 because it fit my schedule better and some of my coworkers didn't like it, but oh well..........the boss didn't care.

Depends, does he stay 45 minutes late after work to make up for it?

We have flexible hours here and people come in anywhere from 6:00am to 10:00am, and leave anywhere between 3:00pm to 7:00pm.

Someone who doesnt care about their job or has issues at home..can't sleep..get to the bottom of it. If your the boss give a verbal warning then a written one. Depends if the person is really great at work. If it's just the lateness that screws everything up.

? I come in 30 minutes late every day but leave 2 hours after anyone else. You can't gauge someone's work ethic based on what time their train comes in or whatever.

I think people that are chronically late are either poor organizers of time, have an addiction problem or possibly could have some form of mental illness.

He is taking advantage of the employer. If the employer tolerates this there is some reason. The employer is afraid to confront or another reason is involved.
