The first one is easy - the Falcons are not playing this week; so you need to lock in McNabb. Actually, you should lock in McNabb for most of the rest of the season.
Does your league reward points for receptions? Combine receiving yards and running? Reward yardage and TD's versus TD heavy leagues? If this is the case, then go with Bush.
If your league hands out more points to RB's that score touchdowns versus yardage, then I would go with Williams this week. He has a better chance of scoring multiple TD's since Bush will not be used as much near the goal line.

I think you should start Vick because he can run too and that makes him a dual threat. He will be able to run the ball in for a TD or throw it in. Also, he racks up yards both ways too.
