I did not hear or read the comment you mention. However, it did take the US a long time to heal after the US Civil War... in fact, some would say it has not yet fully healed, and the war ended in 1865.

If GW Bush was saying that it took the US a long time to recover from the US Civil War, then he is absolutely correct.

Look at Germany -- it is still struggling with the absorption of East Germany 15 years later and there wasn't even any battles fought. Imagine how much worse it would be if its infrastructure was damaged in battle and its people demoralised by a nasty war.

GW Bush may not be the brightest bulb on the Christmas tree but he is correct in saying that it takes time to recover from a civil war.
