Because they use the same buttons as those on a walk-up ATM. The company isn't going to bother to make two different kinds of buttons, since it isn't really a nuisance for non-blind people.

I actually checked that, and none of the ones that I went to had them. Probably has to do with the fact that the bank purchases several units at a time, and uses them for both walk-up and drive-through istallations.
