It realy depends. In DC comics you have what are described asn Meta-Humans, people that are born with some enhanced, superhuman or magical ability. You also ahve those that acquire their powers by accidend (like the Flash), and there are a few that have theri powers given to them (like Green Lantern, Hawk and Dove). There are also those that because they are not truly human to begin with (Martian Manhunter, Aquaman) have thern powers as a result of that. There are those that have only technology (Rocket Red, Blue Beatle). Finally there are those that acquire their powers by long hours of study in the magical arts (Df. Fate).
In Marvvel the same thing applies, the only change is that instead of the term Meta-Human, those that are born with thier powers are referred to to as Mutants. The other catagories are pretty much the same, accept the names of characters that they apply to. (In born: Cyclops, Wolverine) (Accident: Spiderman, Fantastic Four) (powers given them: Capt. America, Ms. Marvel) (Non human: Sub-Marinor, Starfox) (Techno: Iron man) (Magical: Dr. Strange)
As for the whole Hero thing, what makes ia a hero isn't their powers, or their gadgets, its their way of what they do with them. Dr. Doom had gadgets and Sabretooth had powers, that didn't make them heroes. What makes a hero is the reason they use them: fighting criminals, protecting the helpless, defending those that can't defend themselves. THAT makes a hero, super or not.

Batman isn't superhuman, he learned all that in the hard way. If you read Infinite Crisis, all heroes (including Batman) are called Meta-human. If read Superman and Batman, the Best DC's, Superman refers Batman as a normal human, a detectives, though it's hard to think that way as Batman is the best detective in the world, combined with his creativity (to create the gadgets).
Batman isn't a dork. Remember before he got all that gadget? Before that Batmobile? May be Batman isn't a superhero, but HEY!!! That makes Batman a normal hero between superheroes, but they respect Batman A LOT (including Superman) !!
Oh, and Superman weren't born with super powers (I think) since it's our sun makes him stronger, because he's an alien. If he returned to Krypton (if it wasn't destroyed), he'll become normal human again.

How dare you said Batman is a dork? He is a superhero and probably smarter than you. If he is not smart how can he come up with all the gadgets, the batmobile, the batwing, the batboat, etc. He is the best superheroes of them all. Don't you ever said Batman is a dork or not a superhero. He is the best of the best. You should keep your mouth shut since you obviously don't know anything about superheroes.

Some are born with Super Powers like Wonder Woman and Starfire,Raven, Beast Boy,Iceman and Cyclops from the X-MEN. But most heroes just happen to stumble upon a super power or make themselves into one Batman and Steel. And please take note that Superman was not born with Powers but later developed under the earth's yellow sun which gives him Power like any other Kryptonian that would made it to Earth would Have powers too Just like His Dog and Krypto and SuperGirl. If they were back on Krypton they would just be ordinary Beings on thier Planet.

Well, from the Justice League (DC Comics), there is Hawk Girl, and Martian Manhunter. They were born on other planets like Superman and have super powers on Earth. Now Wonder Woman was born on Earth but aquired her power from birth. Thor, even though he was the son of Oden, had to preform a task to receive his super power. Finally, techically the Xmen are all born with their super powers, they just don't develop until they reach puberty. There are a lot of Super Villains that are super from birth though, but you wanted heroes.

Of course, Batman is just a 'hero'. He's better than a superhero. He doesn't need powers to defeat the various villains, he uses wit and what not. He does have a power... it's the power of money. And it's been shown that Batman can kill Superman.
But to answer... A lot of hero's I know of acquire their powers through some incident in their life.

Many many heroes and Villians are born with powers...
In DC they are meta humans, in Marvel they are mutants and in various other publishing companies they are called various other versions such as parahumans and Ultra-sapiens.
Some examples of DC heroes (and villians) born with their powers are: Martian Manhunter, Deathstroke the Terminator, Starfire, Lobo, Supergirl, Powergirl.....
Some of Marvel's born heroes and villians include: Wolverine, Sabertooth, Thanos, Marvel Girl, Havok, Quicksilver, Magneto....
Some other random company hero's and villians are: The Darkness (residing in TopCow's Jackie Escado), Vampirella (Chaos), and Wolf (from Topcow's Hunter/ Killer).

Batman is not a superhero, he's just some rich loner w/ a grudge, because some random thud killed his mommy and daddy, and who is vary lucky, but your right i dont think that theres anyone else, other then superman...
