Your fans are probably clogged with dust.
1. Try to clean the processor fan.
2. If the noise persists leave the PC open and listen to find out whether it is the fan that you cleaned or the power supply's fan that causes the noise.
3. Buy a new one: If it is the power supply than you need to but a whole new power supply. If it it The Fan buy a new fan.

Clean it with some air duster first see if it's just build up. If that's not it then the power supply fan may be loose and you'll need to replace the whole thing.
Power supply not PC although your pc may be getting a bit up there in age if it's fairly new break out the duster.
Computer desktops have 3 fans the power supply fan and the CPU fan and the case fan.
If it's the CPU fan it could be one of the following..
Cable is hitting the fan causing a vibration.
CPU fan is loose causing vibration
CPU fan is bad causing additional noise.

there are fans inside of your computer. the main and most important ones bieng the cpu fan and the power supply fan. Usually in good computers these fans wont make much noise. but it could be those.
you might also have an extra fan inside of the computer. when you add a fan it can usually be the cause of that loud fan noise comming from the computer. these extra fans are not always necessary unless you use your computer for long periods of time. they can be removed and im pretty sure you can replace it with a quieter one.

Because of the fans in there. There's at least two -- one on the power supply and a small one on the cpu heatsink. If you have a high performance machine, there are likely more. You may also hear the disk drive, which makes a similar whirring sound.

my previous computer here would always do that whenever I was editing a large Word document... When they replaced it with a newer PC, I've never heard the fan since...
Older PCs ran hotter and needed a stronger fan to keep the computer chip from overheating...

properly im no longer confident if it truly is prevalent or no longer, yet i recognize that the computing device my father and mom have ( it really is an E-device) Makes the variety of loud fan noise! put the pc off fast it will burn out then your need a new pc get a new power supply & fan put in now
