I assume you want to call from your dutch mobile phone to a (mobile) phone in the uk. cheapest solution is:

You can call a local landline in Holland. they will connect you to the UK for 1 eurocent per minute.

Get yourself a Skype phone for use on line. Not only can you speak for a very few cents to someone in the UK, but you can speak to people all over the world for next to nothing. If the other person has a Skype phone too, then you can get in touch with each other free of charge.
Just one snag: you have to be on line for it to work. I can make outgoing calls whenever I want, as all I have to do is go on line, but if somebody wants to get in touch with me and I am off line, then it doesn't work!

its a web based service called skype. Through the computers, you both could talk for free.

Use that new eBay deal... "Skype" I think it's called, it's supposed to be a really good deal for long distance... also, not sure if it's in Europe but you can try Vonage too.
