if theyre on the ground floor, make sure the outside points down as then people will have to bend down to see through the gap while theyre walking past.
if its in a high window, make sure the outside points up so that people passing cannot see through the small gaps.

Depends on the elevation of the room and the time of day.
At night, I tend to close them so they face "in" - or that if a drop of water were placed on the top surface, it would drip into the room. This minimizes the ability of someone on the ground to look through the blinds and see inside. (If they're hanging off the roof - well, then they've earned the show)
During the day I reverse them so the sun doesn't shine through the blinds and it reflects light back outside and keeps the room cooler.

It really depends, I have the ones on the ground floor facing out, higher ones are facing in. Just go outside at night and check if you can see in through the blinds. That's how I decided which way I wanted them.

if you have a patten on them generally have the patten facing in wards so you can see it. the roll is usually so the blind is close to the window as in the roll coming down from the back of the rollnot over the top like a waterfall getttit ! ok h

You want the slats tilted up so that people can't look into the room. This way also blocks sunlight best.

Don't suppose it matters if they are closed, they are closed. I can turn mine any way in makes no difference. they keep both the sunlight and nosey folk out.
