You can't remove a burn just heal it. Neosporin is great for that and helps reduce the possibility of scarring. The best way to get "rid" of a cigarette burn is to stop burning yourself with them.

Depends on what is burned. Quit smoking first. If it's your skin, put antibiotic salve and a bandaid on it, and see a doctor if it looks worse in a couple days. If it's carpet, trim the carpet in another area to collect some fuzzy fibre, then glue the fuzz into the hole left by the burn. If it's fabric, you're pretty much screwed. Quit smoking. It's expensive, it makes you smell like crap, makes your teeth yellow, makes you look stupid, and will ruin your health.

Well it depends on where the burn is. Is it on you or something else? If it is on you then treat it with neosporin or a burn treatment such as aloe gel to speed the healing process. The aloe gel usually has lidocaine to help reduce pain and menthol to keep it cool. If the burn is on something else then it depends on the surface.
