The answer depends on whether Becks is playing or not. If he is, then its obviously 4-4-2 that suits England best.
Defensively, it doesn't matter whether he plays or not. It always has to be a flat 4 at the back. From right to left : Gary Neville, John Terry, Rio Ferdinand & Ashley Cole.
In the midfield, if Becks is playing, then he will obviously take up the right flank. With either Gerrard or Lamps in the centre (only 1 of them shud start if Becks is playin) and J.Cole on the left. With Hargreaves / Parker / Carrick as the anchoring medio. If Becks isn't playing, then Gerrard takes up the right, Lampard is the central attacking midfielder, Joe Cole is on the left and other 3 the same defensive mids.
In attack, its obvious. With Owen, out with injury, Crouch & Rooney are the best pair. Crouch should play a little ahead.
So looking at everything, England's best formation is
4-1-3-2

Good question. It has its pros and cons, but I still reckon 4-4-2 because this doesn't leave any glaring gaps in the shape of the team.
I'm not all that keen on 3-5-2 because I think it places too much of a physical demand on the 'wing backs.' You're asking a player to defend like Stuart Pearce and attack like Cafu, and that is physically difficult. In essence, you are asking one player to do two players' jobs.
There is also the risk of getting caught out on the sucker punch, because this formation leaves so much space, in front of and behind the wing backs. See how Graeme Le Saux got caught out against Romania in the 1998 World Cup. With 4-4-2, you are balanced on the flanks.
I don't really think 4-5-1 works either. A team like England need to be adventurous if we are going to win tournaments and get the best out of an excellent generation of youngsters. This formation is too pragmatic. It might suit a team like Northern Ireland better because it allows dilligence to make up for any lack of genuine player quality.
This fomation also dosn't suit any of the strikers we have - with maybe the exception of Andy Johnson. Again, you are asking one player to do two player's jobs: foraging for the ball, and goalscoring. That too is physically exhausting. It leaves Rooney isolated and completely wastes his enormous attacking prowess. Owen and Defoe are too small. Crouch does have the physique and game intelligence, but if he wins the ball, he then doesn't have another striker to play the ball on to. It can be too easy to shut him out.
This formation also encourages negative play, and that doesn't suit a nation,or players with aspirations of winning. England played this way in the World Cup and spent so much time fart-arsing around, pinging high balls up the pitch and trying to hold leads. Result: underwhelming and negative play, not build up of confidence or momentum, defeat, and the potential of the golden generation asbolutely wasted.
I know I extolled the virtues of this formation before the game against Portugal, but that was before I had really thought about its dinosaur effects. Get the ball down and play, and do the basics really well. Attacking and concentrating properly are the best forms of defence in football.
I do think there is a place for tactical flexibility though. The best teams are always the ones who can adapt to a new formation and new players on the same team, if a match needs it. A successful team always needs a plan B, C and D. That is why Steve McClaren has been ruminating on different formations; but I reckon 4-4-2 should be the plan A.
4-4-2 covers all areas of the pitch. The use of a midfield guard dog allows the attacking players to get forward and cause havoc, without getting caught on the sucker punch. Both flanks are covered, both strikers only have one job to do and it allows for balance upfront. With discipline, no one player is left exposed.

It doesn`t matter which of these formations(4-4-2 or 3-5-2) they use, so long as they all gel together and work their socks off to get the right results to qualify earlier the start blooding more players to give others a chance to see if they can do any better without any pressure, so lets get in there and win for a change

1.it gives a solid back 4 without a cole and neville stretching themselves 2 much (as in 3-5-2)
2.hargreaves is the holding midfielder and that gives the oppurtunity to lampard and gerrard to attack. with this midfeild eng have the pace and attacking flair which they lack with becks
3.roo behid owen. roo can make fast dangerous diagonal runs around the box and provide owen. crouch sux and roo can not be a lone target man in 4-5-1 bcoz he lacks the necessary strength.

The defense is rock solid and with Robinson in goal there shouldn't be any problems.
I can't believe Erikkson had Rooney up front by himself during the World Cup! Rooney's role was to hold the ball up for an oncoming Crouch and then distribute it to him!
Thank God Erikkson is gone. Becks too!
