It all depends on if she likes him also. Or if she knows him very well. She could say that becoming friends is the best way to get to know her and that time will tell the rest.

If she is not allowed to have a boyfriend and she likes him too, then she should tell him she likes him, but should try to avoid a relationship with him other than a friendly one.
