E-mail Addresses do not stay regional. They can be accessed from anywhere in the world!
Even though your ISP may change, the old e-mail ID will remain in your account free of cost. All you'll need to do is continue using it. Because, if you do not use for a month to 3 months, depending on the ISP, the account will be automatically terminated for disuse.
This is a feature of all e-mail IDs because people usually use them for business and/or are use to having their old e-mail IDs for their contacts.
I don't use Yahoo Broadband but, I've had a Yahoo account for a long time! In fact, I don't even remember the e-mail account that I have with my ISP, because I've never used it and only the primary account will be active [out of the total 7 I could have had] because it's my log in. Since my connection is ADSL, Windows logs me in automatically on my router and I don't even have a dialer to log me in!? So, you see, I don't even remember my log in ID!

If it is with a provider that you will continue to use, then yes. If it's yahoo, hotmail, etc. it doesn't matter where you are. If it's an email through your current ISP, and you're not going to use that ISP anymore, than you need a new email address.
