I think the old English saying you're thinking of is "It never rains, but it pours."
This can be applied to any situation where something unpleasant or unwanted starts and then gets worse.

depends on where YOU are. I live in Queensland and not long ago it poured down with rain, it was crazy, so wild, but i loved it, it's so exciting when there's a big storm. anyways, a little off track but you can't generalise about it raining but not pouring because the rain does pour down, just depends where you are.

well technicly speaking the reason you never see it poor is because you are just missing the times wen it does. there is accually more of a chance for it to pour then for it to rain.
