'Hallelujah' was written by Leonard Cohen, and has since been covered by many, many artists including Jeff Buckley, John Cale, Bono, Bob Dylan, k.d. lang and Rufus Wainright.
It's on the Shrek soundtrack also.

The Happy Mondays did a song called Hallelujah in the late 80s, and the 80s are having a revival. Don't watch the show though.

Maybe it's the Leonard Cohen song "Hallelujah". Not sure who sang it on the O.C soundtrack, but there are many versions of this song available. Probably the standout version is by Jeff Buckley on his "Eternal Life" album.
