The rule, as always, is to stay away from those that ask you to pay before you can get these surveys.
Legitimate market survey companies such as Pinecone Research recruit members based on demographic characteristics -- e.g. mothers of babies 0-12 years old -- and will send surveys of products and services targeting this demographic group. Pinecone Research, however, pays only $5 per survey -- you're definitely not going to be rich with that. They can give you anywhere from 1-5 at most surveys in a month.
Other companies simply ask you to answer as many research as possible, and you don't earn anything just the chance to win at a raffle (which I find lame).

I know of quite a few...and I've listed most of them here:
http://www.windhavenweb.com/surveys
I list how they pay you, what I like and dislike about them, whether they have an affiliate or referral program, etc.
I have also heard good things about Greenfield Online, and Survey Direct.
There are others out there. Be careful though, there are also scams. Don't sign up for any survey site which asks you to pay to access the surveys. And sounds like you know now to watch for language like "get paid for taking surveys AND SIGNING UP FOR OFFERS."
Always carefully read their terms of service and privacy policy. If in their privacy policy they say they only use aggregated info, this is GOOD SIGN they are legit. Aggregated info information that is grouped together so it can't be connected with anyones personal identification like name, e-mail, phone or address. That's what survey sites SHOULD collect. Watch out for sites that say they give, rent, or sell any personal information (info that is not agregated) to third parties.
Also just recently came across a good survey ratings site that I've found very helpful:

NDR doesn't make you sign up for bogus offers; they give you the opportunity but, you can always choose to decline. I know because I only do these types of surveys; I'm like you, I read the fine print to make sure I don't have to sign up for anything I don't want.

This site has offers, money back shopping and surveys. You choose surveys and they don't e-mail you tons of bogus offers. They don't e-mail you at all. What you do is you go to their site and earn money right there. You can download screensavers for money, sign up for their partner's survey panels, or enter your e-mail for contests. You choose, they don't force you into anything. Go for it and e-mail me if you need to.
