Hmmm...there are alot of good brands.
Volk, Roja, 5Zigen, Work, just to name a few. I assume since your using smaller rims your going for the clean JDM look. You could go with Spoon Sports if you can afford them.
If you look on ebay I bet you could find some 99-00 Si rims for not to much...I would sell mine except they have drag radials on them and I like them too much :)

Spoon Sports makes the finest lightest wheels for honda civics. Rota wheels are also very good. Zigen5 are great wheels as well for imports but all of these are quite expensive and only for the serious enthusiast or racer.

look for a used set off of an SI or go to tirerack.com or discounttiredirect.com and get something on special.
Also, go with 15's, they will look better, handle better and not sacrifice the ride quality too much
