Because the common name 'fly' is used to refer to a group of organisms (usually it refers specifically to members of the insect Order Diptera). The fact that most of this group have wings, and are able to employ the locomotory mode of transportation known as flight is more or less coincidental.
Although flight is a typical characteristic of the order, it is not required to be a member of the order. The entire Dipteran Family of Braulidae, for example, are flightless. However, they would still be refered to as flies.
Other members of the group, which have become so modified that they no longer resemble the other flies, usually have different names. For example, sheep keds are generally known as keds, even though technically speaking they are Dipterans, and also freaky looking and disgusting.
If however, you wanted to call a flightless Dipteran a walk, you are perfectly free to do so. As long as your audience understands what you are talking about, it's all good. This ability to communicate through words is what we call language. Humans have been using this ability to share information for thousands of years, but the languages themselves have changed, morphed and mutated over the years as people added new words, changed the meanings of old words, or created new contexts and descriptions to go with existing words. Today there are thousands of living languages spoken throughout the world, and pretty much every one of them has a different word for 'fly'.
