Anyone with reasonable computer skills can learn to operate database programs..... If the job is asking for you to develop databases, or modify exsisting, then think about it, as you probably need to aquire the skills.
In any case, it's always worth applying and putting your best forward, because often Job Ads are written in a style that makes the job sound much more complicating that it actually is!
