It's a genetic thing. I don't think it's something you can learn. Kinda like whether or not you can bend your fingers all the way back.

You may have a tongue tie. If that is the case, you will never be able to curl your tongue. Some people have more flexible tongues than other. There is nothing you can do about it.

You cant learn. Its genetic whether you can curl your tongue or not. Check with your parents I bet one of them cant curl their tongue either.

in biology while reading Mendel's laws......i came to know that tongue curling is 100% genetical....if any one of your parents can tongue curling then there is a possibillity of you doing that too.........but it may also be the other way.....may be u cant do it.......but your kids (if u have any....or going to have)can do it because your great great grandfather could do it.

That's a genetic thing. It's kind of like whether you have a widow's peak, if your earlobes are attached or loose.
No control over it, or at least, we don't yet have the technology to do that. One day....

Its genetics, some people can, some can't. Maybe with practise you might. I wouldn't spend too much time on it though!
