I have never even thought of Italians being that way. I always pictured people with darker skin and dark curly hair. In fact I thought it was weird that many Italians dye their hair blonde because it doesn't match their skintones.

I don't expect Italians to look fair/blond. I'm Italian, and I have dark brown hair.

It seems like you ask 3 of these same type of questions per day. It's a tad bit annoying.
There are White people that are fair-skinned and blonde. Celebrities include: Leonardo DiCaprio, Kate Bosworth, Heidi Klum, Matt Damon, etc. I actually know of an Italian girl (she came to America 2 years ago) that is extremely light-skinned, has blue eyes, and naturally has blonde hair. If you are of European descent, your chances of matching this description are MUCH HIGHER than that of a person of color.
You seem to only want White people to be dark-skinned and have dark eyes. Sorry, it ain't gonna happen. There will always be White people (usually of Nordic, Scandinavian or Celtic descent) that have blonde hair, blue eyes, and fair skin.
Maybe you should be reborn into being a person of African, Asian, or Latino descent because there are an extreme small percentage of people of color that naturally have fair skin, blonde hair, and blue eyes. Then maybe you wouldn't complain so much!

Northern Italians tend to be blond, but the majority of Italians tend to have brown hair and eyes.

I haven't heard that before. And I live in Italy. I thought German, Dutch, Swede people are expected to look fair and blonde.

So, so far everyone disagrees with the OP. Just who exactly is telling you they are fair and blonde? I would never have thought that. I always thought they had dark hair. Are your friends like morons or something?

They are not usually all the Italians I know are raven black hair, both male and females. I think that some people have problems with reality.
