Actually an eye does not blink. Only the eyelids actually come down and if it is only one eye that would be called a wink. Two eyelids shutting and opening again very quickly is called a blink. You can blink as fast as you want. I have been clocked at 1/100th of a second.

depends on if your moving your eyes or not, if you move your eyes around they tend to take longer to blink cause as your moving them your keeping them wet.
