If you cancel a download while it is going, the file will be deleted. If you're using IE it's a random thing, sometimes you can resume a download, but most times it's deleted as well, and any of those files are kept hidden deep within randomly named folders with nondescript filenames.
But unless you have some sort of download manager, assume all downloads you cancel are deleted immediately.

If you cancel the download, there is a file stored in a temp folder on your computer.
To find it, you have to keep your browser window open and do an advanced search for it. You keep the browser window open because closing it may also delete any temp files associated with the application.
Also, you need to show hidden files and folders before the search. Do this by opening any folder, and then under Tools go to Folder Options and then View. Look for the entry to show hidden files and folders.
The one catch to all this is that the interrupted DL will not have the same name as the file you are downloading. So its best to do a search by when the file was created and the type.

If you cancel a download, there will be no files...unless you are using a download manager. If so, check the download manager for the files.

It will be stored in the Temporary Internet Files folder. To view the folder click on tools-->internet option-->settings-->view files
You will see the folder where the file will be stored. all the content of the web page you have browsed is also present in the folder.

If you cancel the download, nowhere. If you cancel a download, it should delete anything you had part way downloaded on your PC.
