Local governments cannot involve to bargain about security affairs abroad while the actions of world politics affects the authority of localities for example the politics of terrorism and human rights violations impinge on local roles and affect the life of societies. However, only central governments are recognized to deal on foreign affairs. Why?

Local Governments are not broad based and only think and do welfare of the local provinces. Whereas International Politics require more on whole provinces protection and welfare and can not be one side favourable to a particular province.
If done so , ethnic conflicts will strike like Afghan .
USA,India have central Government to look after Foreign Affairs.

A central government's borders are with other countries

So most foreign affairs are country to country except for (a) some trade deals where the local government controls local taxes and trade incentives and can hence negotiate a trade deal with another country or overseas agency or (b) regional aid deals (such as World Bank or EU)

Because local governments would never come to an agreement on anything. The Central government only has itself to consider.

Because only central governments have the ability to make agreements with other central governments and have the ability to back up the agreements

every level of government has an area of responsibilities, the feds don't clean sewers and the town fathers don't do treaties. one of the major duties of any national government is defense and treaties and other interactions with other countries are a part of defense.

that is why we have the foreign office and diplomatic corps ,local authorities can make representations to the foreign office

simple practicalities, do u really expect one member from every council to be involved in negotiations with israel? how would your proposal even work?
