Removing the cover is the same as removing the filter, it allows dirt and dust to get into the engine components shortening their life....
What you may be thinking about is an open element air filter... That's when you replace the whole assembly with a filter whose lid covers the top forcing all intake air through the filter... supposed to increase air flow into the carburetor which should increase horsepower...

Your car will still run normally, if you remove the cover of the
air filter for a short while. But, dust particles and dirt may get into the combustion system through the carburetor and it's not good for the car's engine.
If you prolong it by not closing the cover at all, the air filter will be
clogged up with more dust particles and dirt eventually and
no clean air, but dirty, dusty air will choke up the fuel combustion
and it may do damage to the engine.

Don't know why you would want to remove it but if you do the filter will not be able to remove small particles of contaminents from the air that the engine draws in. Over a period of time not filtering the air will slowly deteriorate the fuel intake system of the engine and the cylinder bores. Put in a new filter and keep the cap on.

I think I understand your question...
You want to just take the cover off, and leave the filter in place.
You can do this, but once the engine warms up, it will be sucking in the warm air from the engine bay. Engines run better with cool air. That's why the plastic ducting runs from the top of the cleaner to the front of the car.

Just removing the air filter does nothing to the vehicle. If you intend to leave it off then you introduce dirt into the engine which shortens the life through abrasions in the cylinders and gum buildup. It will also affect your air pollution system.

Nothing serious will happen, - unless you consider the bugs and dirt the engine will be eating! Your mileage may decrease a little in summertime, and increase slightly in winter time, because of the warm/hot air circulating over the enginel Air molecules brecome bigger due to expansion, when hot! When ambient temp outside is "real cold",- the engine likes a little warmer air coming in to vaporize the gas better!
By the way bugs and dirt probably won't add to your life-span either!

Well, the name air filter in itself explains why its fitted, to keep dust etc from entering your motorcars engine, dust will kill that engine in a few hundred miles, depending on the road surfaces you are using
