"Age of minority or Age of disparity? Is it wrong for a twenty seven year old man to create a child with a fifteen year old woman ? Should he be responsible to ammend this act, if so would it be a trade of people, money, water or oil if the child was to be adopted outside its heritage...?"

There is no quick answer to your question. And it appears you may be addressing some culture-specific issues that are beyond the ken of the American Yahoo! Answers.

All states within the U.S. have laws against older men having sexual relations with girls. While the age of consent for young women varies anywhere from 14 in two or three states to 18 in several states, about 16 is the average.

Is it wrong for a 27 year old man to have sex and produce a child with a 15 year old girl? In most states in the U.S. the answer is yes-- since it's illegal. Also, most Americans hold at least some nominal belief that sexual relations should be a consensual act between two people capable of making an informed decision about the act with at least some near equal footing in being able to make the decision. When older men have sex with younger women, the assumption is that the older man has used his experience and stature to somehow influence the young woman to do things she wouldn't if he didn't have those qualities-- real or perceived.

In the U.S. a man who fathers a child is responsible to contribute financial support to that child-- generally equivalent to a percentage of his income.
