If you put a Whirlpool appliance on a truck, it can easily travel 70 miles per hour.

Oh, you mean a water whirlpool! That will depend on the diameter of the whirlpool -- the wider it is, the slower the water will move. The water will also move slower at the top of the whirlpool than it does at the bottom, since the top is wider. Therefore, there is no single definable speed of the water in a whirlpool.

relative to what? how fast is the water moving in the current? or how fast is the whole thing moving in relation to shore?

Many whirlpools don't much if move at all. For example whirlpools near estuaries are powered by the tides moving water in/out of the bay and are triggered with slower moving water hitting faster water at a specific spot.

There are whirlpools which occur out at sea due to strong currents, but their speed depends entirely on the currents around it.
