It depends on which bank. I'd contact the bank first, and see what their policy is. I just opened a foreign bank account through the email, signed the documents, and emailed them back!

If its a company a/c then the company must be incorporated in that particular country.

for a personal a/c you need to visit the bank to open an a/c but not necessary to reside.

if you visited it, you can open an account, thereafter leave the country. however, you cant open an account if you have not visited it because they would be asking you to sign documents.
