Simple answer--always the seat and lid down. Reasons: reduces mold development; it is designed to be closed, and most importantly: numerous small toddlers drown every year in toilets because people either visiting a home did not put the lid back down, or because the parents failed to realize the great risk involved. Small pets have also been known to be drowned. Also small kids throw in toys to have fun, and stop up the plumbing.
The potential death of toddlers is reason alone is why I as a male always put both down, as a matter of practice even if I am alone in the house. Little effort for possibly saving a life. I challenge every guy and gal to do the same.
As a former EMT who responded for years on medical emergencies, I can tell you the heartache of families losing a loved one, as well as the emotional turmoil the responders go through when encountering the needless death of a child.

I hate it when the toilet seat is left up. And I prefer lid and seat down, it's cleaner and then EVERYONE has to do something before and after they go. So it's fair and clean.
If i accidently sit on it in the dark i get completely annoyed and disgusted.... it is such a dirty place to sit, the rim is usually damp and splashed on whereas the seat, since the rim is larger than the inside rim, is dryer and cleaner, unless of course someone peed all over it.

Mathematics makes me say it should be down.
Think about this: there are two main purposes for toilet - liquid and solid waste. Women generally leave the seat down for both of these, and men for one, lifting up the seat for the disposal of liquids (though technically it's not necessary for them to do this, just convenient).
Any way you look at it then, there's a 3 in 4 chance of the seat needing to be down whenever anyone uses the toilet. So I reckon it's just male thoughtlessness and whingeing that lets us get away with leaving it up, ever.

Down definately down! Because it is polite that is why. Would the sound of a squeal, followed by swearing at the offender count? lol
I had a male room mate in college that always left the seat up, after one splash to many we girls decided to get even, we glued the lid ( which we always closed) to the seat on a cheap toilet seat,. One night after our roomie came in drunk and eating burrito's and nachos with beans we changed the seat to our doctored one. Roomie, being used to just lifting the lid and sitting down ,went in to do his buisness without turning on the light . We heard a thud followed by loud swearing and sputtering! Seems he fell in ! LOL
Payback is so sweet!

Down. Doesn't always work. I once had a dog which got it into her head that if the water in her bowl hadn't been renewed in the last 30 minutes, the water in the downstairs loo was fresher. If someone forgot to close the loo door properly, this resulted in teeth marks in the seat.

When I am in the house of my sister, I always put the seat back down for her. However, to me, it is more logical to keep the seat up because water from the sink or shower can also fall on the seat. So it stays cleaner to always keep the seat up.

I think actually that the toilet lid should be down.
It solves the problem completely. That way, I have to lift up the lid (which I'm in a habit of doing), and my husband has to lift up the lid and the seat. Sounds fair to me.

Put the seat & Lid down before flushing.
When you flush you get a very fine mist from the toilet spreading germs so with the lid down it does not spread.

if you are a boy when you come from the restroom you live the toitoilet seat up .and for a girl you live your seat down. and no, not all woman fall into the toilet if only if did dont known what they doing.
