Do you need to have a certain amount of $ to go through customs to get into the U.S. from another country?

For example to come from Russia to the United States?

You do not need money to get through US Customs. In fact, if you offer money, you will be arrested for attempting to bribe a Customs Officer and you will be deported.

To legally enter the US, you will need a valid passport with a US entry visa. You can get the visa at the US Embassy or Consulate in Russia. I understand that it's not easy.
