I know you love the State you live in but aside from that which US State (or city) impresses you as the "most livable" in terms of clean environment (smog-free, starry nights), great academic institutions, excellent transport infrastructure and public amenities, low-crime rate etc. Help me out guys...

New Mexico is like that. We see beautiful skies at night. I used to live in California and I wouldn't move back there now if you paid me to. We have a nice lake, pine trees in the mountains 20 miles away. We have deer, antilope,rabbits and alot of wild life to see. You can fish,hunt, or just go for a drive. There is alot of open country here. The winters are mild. The crime rate is low. We chose this place to raise our daughter. We have many cultures here too. Prices are good. We are buying our place and pay 200.00 per month payments. Best prices we found anywhere.

The cost of living in Hawaii is ridiculous. I would have to say for me it would be somewhere inthe mountain regions... Colorado , etc, If you can find a place not overly populated.

aside from the excellent transport infrastructure, I would have to say Hawaii has everything else...

Iowa and Montana is what you are looking for. Nebraska and further north is right up there with the things are looking for.
